yes, court can on its own motion or upon a petition filed by an individual or a group, take an action upon a news report.

It depends upon the contents of the news report and the issue involved as also gravity of offence involved. There is no hard and fast rule. The court may direct investigation of a matter reported in press; and on such direction the police may register a case to start investigation;
