under which jurisdiction, a different country consulate officers will come, if they done murder of indian citizen in India?
do indian government can arrest a consular security incharge who is also intelligence agent of that particular country whose consulate office is there in india ?

Some sort of immunity is granted only to diplomatic officials of other country.
A security personnel is not a diplomatic official and is liable under the law of land.
