Legal Question in Criminal Law in India

If any educational institution which is funded by the grants-in aid by the govt .and all the rules and regulations are imposed on the institution . If the clerical staff and supporting staff i. e. pon, chowkidar ,sweeper and Lab Attendant etc.are recruited .

There is no advertisemnet in the newspaper and no objection or permission from employment deptt. They are working since 5 years or more . There had been no selection commiittee constituted . No interview had been conducted .In the website they had been shown permanent employees .No permission /approval had been taken from the govt . or Mananging committee. Now it had come to the notice of Managing committee and authorities and other employees. What action and how it can be initiated against the head of the institution i.e. Director.
