Legal Question in Criminal Law in India

there is a legal case filed against my friend in karnataka lower court and the charge sheet has not been submitted by the police yet.The police has seized my friends bank account and has kept his cell phone and laptop.The charge sheet is not filed for more than an year now . Can you please tell me how many years the police have to file a charge sheet. case is under section 420 and 408. My friend is right now on bail.The police neither is contacting my friend or submitting the charge sheet.could you tell me the maximum time as per indian law police has to file a charge sheet.it is more than an year now.

if the accused in Judicial Custody then the time limit prescribed is 60 years where the punishment prescibed is upto ten years or 90 years where punishment is mor than ten year, however, if the accused is on bail, then normally , it is the discretion of police .usually they linger on the matter that the investigation od the caes has yet to be completed
