No one is going to harm you like this .Neither your sister nor her husband ,who happen to be a police officer in that city, Your apprehensions may be right . You can take legal recourse by filing a complaint to the concerned police station through your family member or some lawyer.Do you have anything in writing of any threat by your sister ? Or do you have any recording of your sister threatening you over the phone etc? These are going to relevant for you to demonstrate the level of threat against you from your sister. What is the reason behind your sister's threat ? Please clarify.

before coming to india, hire a lawyer and he would see to it that no harm is done when you visit the city. the lawyer will file a complaint on your behalf in the concerned police station for the alleged threat. i presume that bone of contention is the property and she, as you out of country, trying to act smart. however, law is there with you provided to take the right step at the right time.
