Legal Question in Criminal Law in India

my got marriage on 21-02-2000. i filled divorce case on 23-03-2009 in sub-court. due to her absence she declared x party and i get decree of divorce on 31-07-2009. my ex-wife launched false 498a & dv on me and my family member (father,mother, married sister, young brother) on 27-04-2009 at chaibasa (jharkand), where my residence at Sirpur Kaghaznagar (Andhra Pradesh), her residence is at rajgangpur (orissa). May I launch case under section 3 of dpa. if i launched, then may i get punishment before proving acceptance of dowry. may i net, section 3 on her other 2 brother in laws. what cases and charges i can fill at my native to crate pressure on her.

May i get any help of RTI and Human Rights.
