Legal Question in Criminal Law in India

my marriage was solemnized on 25.10.2007 at Madurai, Tamilnadu, India. The Marriage was registered on 15.11.2007 in the Office of the Registrar South madurai. We lived together till 17.11.2007. my husband left India on 18.11.2007. he promised that he would take me to Texas after getting the Visa from that Country. So far he has never come back to India and never taken me to USA.later my husband and my inlaws demanded dowry of 50 sovereigns of Gold and Rs40,000/-. As my parents was not able to give demanding dowry,my inlaws have harassed assaulted and drove me out of the marital home on 15-07-08.and taken away my jewels and spoiled my life. A complaint was lodged against the above respondent under the Protection of Women Domestic Violence Act 2005 on MARCH 2009, to pray for residence and protection order.The respondent 2 and 3 are absconding apprehending arrest.my husband is in USA, He is avoiding the court�s summon from India. my parents-in-law have absconded from the city and the marital house door is locked, hence the court summon is not served to them. my sister-in-law and her husband got anticipated bail and interim stay order from to escape from the case and appearing in district court and say they are clueless about her parents. according to my knowledge my sister-in-law only 4 is hiding her parents and not allowing them to appear in the court. So far the Madurai District court has not taken any steps to search the absconding accused.

We have given the petition to lodge the complaint of Dowry Harassments on Feb 2009 in the Commissioner of Police,Madurai. They have been refusing to file FIR against the respondent 1, 2, 3, 4 and 5. And The District women�s welfare association Madurai also has not enquired properly about the crime committed by the respondents.my husband has stopped communicating to me since last 9 months. He is avoiding my phone calls and not replying to my emails.my husband was Indian citizen at the time of marriage. He has never taken me to USA. Now he got the citizenship of USA. In this situation, my husband has falsely claimed that last marital resident was Texas, suppressed the long arm jurisdictional facts and filed the Divorce Petition from Texas, The petition was served to me through Hague central authority of India . what shall i do inthis critical situation.
