Legal Question in Criminal Law in India

I got married on 05.12.2006 and have a daughter of age 02 years.My wife died on 29.06.2009 by burn injury and no any complain is logged by my in-laws till now but they demand Rs 5,00,000/- from me by putting me in fear of criminal suit and take my daughter and my movable property (NSC) from my house and has already extort Rs 2,72,000/- from me. Now they demand more money for release of my daughter. I filled a compliain on 25.01.2010 to local police for rescue of my daugthter along with paid money and NSC. But police did not take any step and no any FIR was logged against my in -laws. In this situation, Can I file an application u/s 156(3) of crpc to the magistrate court for initiating a abduction case u/s 369 of ipc against my in laws. Please suggest.

as i had suggested earlier, you can go for a criminal complaint of extortion and criminal intimidation to be filed in the court of local magistrate.
