That means F.I.R. registered u/s 156(3) against agent for issuing fake insurance will be cancelled since the insurance was done in Punjab and F.I.R. registered in Himachal Pradesh.

No, the supreme court may grant a stay against the f.i.r and then after hearing the state, transfer the fir to the place where offence was committed.
