money circulation

we are going to start MLM Company but in our service mony is moving fastly. we are going to give a service against registration fees. registration fees is only 20Rs, and we are giving them to update of latest news. if each member build 5 member we are giving them to litle comission for that. so in this conditoin is there are money circulation Act is efective?
