Dear Sir,

POA holder can, if Power of Attorney empowers to the attotney holder to do so.

Court can recall subject to genune reason.

POA holder has every power/right which are conferred by executor of POA,so if the POA has conferred the to depose before the court then POA holder can depose before court.Yes trial court can recall the process and can drop the proceeding.
