what if NRI's family did not take summon 420 406 IPC in india and said to police that he does not live here and actually he is out of india and did not appear in 1st hearing, what is next process...what to do and what to worry...

It is an important issue of your life and you are taking it lightly. Is engaging a lawyer and paying lawyer fee(s) is difficult ? Please clarify .
If you have his address than ask the court to issue summons to that address and serve the same thru embassy of that country. Otherwise ask for pasting of summons on his residence in India.
Service of summons will be the first step.
Check report on the summons in respect of service and take further steps.
