Legal Question in Criminal Law in India

one person sold property on the behalf of concealed / misrepresent/ hide other legal heirs name in affidavits in L&DO and get transfer mutation in them name on the behalf of registered will in them name and get free hold converted from L&DO and execute the sale deed in favor of us without any taken NOC/ without show total legal heirs of lessee before mutation transfer and L&DO could not demand for NOC from them but after sold the property the other legal heirs are come out and file partition suit on property and make us as party due to we file caviate against them in court because the other legal heirs are stop my sanction plan in MCD then i filed complaint in PS but there was no response then i file 156(3) but MM dismiss on ground of IO report that the matter is civil nature and property sold on basis of registered will and ask us for arguments for maintainability of complaint but could i file any application in court for justice that criminal crime done by seller with us then how IO report file that sale on basis of registered will yet as per our demand in 156 that concealment of other legal heirs name in filed false concealed affidavit in government department witch department misguide and transfer the name inn mutation on ground of false affidavits and other related documents?
