can the power of attorney be tranfered to the father of the wife for filling a complaint of dowry harassment?

No POA is required for filing a complaint with the police.

The father of a girl may file a complaint u/s 406 and 498-A IPC without any power of attorney.

For filing criminal complaint no power of attorney required.
Except some criminal complaints like defamation etc., anybody can lodge a criminal complaint.
