private complaint

can a court issue summons in private complaint to the complainant as it is issued in state complaint at the time of evidence?

In a pvt complaint generally the complainant remains present but if he is absent then court can.

yes, in a state case and in a complaint case u/s 200 of crpc, the process remains almost the same and summons and warrants are issued the same way.

In private complaint, the complainant is required to attend the court on every date. If complainant is not appearing, then court issues a notice to the complainant.
