draft a complaint , approach the forum premises/court and just give it to the presiding officer he ll tell u the remaining things to be done. dont get afraid with the procedural things. or follow this link "http://indiankanoon.org/doc/1733066/" u ll get "The Consumer Protection Act, 1986" read it u ll find all ur answers.

Mr.Gupta is right. either you have to become expert else hire any advocate he will handle your case and if your matter is very petty then send a simple letter alongwith your copy of bill etc and court will call you on a date and send the notice to other party also.
