What is the procedure to send legal notice to goverement hospital in ignorance in opration case as can I directaly send this notice on bond papers or is there is another method for this notice please tell me in detailed

A Notice may be sent by person concerned himself or through his lawyer. A notice is issued on plain paper or letter head of lawyer.
