In the process of Anticipetory Bail, IO can arrest the person(who applied for Anticipetory Bail).

in case the stay from arrest is not granted by the court during pendency of bail application, the IO can arrest.

once the bail is filed u/s 438 of crpc, the accused should also seek interim protection from arrest and while the judge postpones the hearing for appearance of IO, interim protection can be sought. in case there is no interim protection, the IO may arrest.
