Legal Question in Criminal Law in India

if the purchaser complaint to the DCP against seller of the property for cheating and fraud done with purchaser because seller could not start the construction of sold property and seller already applied building sanction plan 6 month ago but due to some objection department not sanction building plan then what kind of action taken by DCP on the behalf of complaint or manipulated fact by purchaser against the seller and also seller willing start construction but not without before the approval of sanction building plan.
