can i put counter FIR for 498a, 406, 420 cases of 3,4,6 DP act.? If yes Please explain how?

One can lodge a FIR, if he reasonably believe or have information of commission of a cognisable offence.

a counter can be filed by invoking dowry laws only that say giving and taking dowry, both are actionable.
