If investigation quo one accused is completed then police can file charge sheet quo that accused, and for the remaining accused police can file more charge sheet as and when the investigation quo such accused gets completed

you seem to be saying that in a case charge sheet has been filed against one accused and not against second.

there may be many reasons for this but most probably the investigation might have been completed only against one accused and therefore the chargesheet has been filed only against him. even additional chargesheet can be filed.
