Was it the case that after obtaining anticipatory bail the accused failed to remain present?

Yes he can, the jurisdiction for both the courts are different,the munsiff court is not bound by what has been done in session court, for more details, please send details [email protected]

No.he can not.Such rejection amounts to contempt of court.

Once anticipatory bail granted by sessions judge munsiff judge cannot reject the bail. The munsiff judge can reject the bail if the accused does not appear before the court during the course of trial or any other reason after obtaining the anticipatory bail.
