Legal Question in Criminal Law in India

Sir, My brother wife submitted an unregistered WILL of my mother,claiming properties given to my brother & her jointly, during an enquiry conducted by Tahsildar & RDO. The witnesses are staffs and they are still working.My brother is no more (2009).my mother expired in 1995. Recently,i got my mother specimen signature from a bank ~ courtesy RTI. It does not match at all. I have given police complaint of cognizable offence.They are refusing to register a case, inspite of proofs and clues. suggest.
