Legal Question in Criminal Law in India

i have a a legal question to ask . we are from india my sister was married to an indian citizen by birth and at the time of marriage he was an australian citizen he married an indian girl after 7 days he left india and he has taken her money with him no replay from his part after he go to australia now we regiser a dowery case and a criminal case against him in india and it is charged as now he is australin citizen, we are not able to produce him before the court of law an arrest warrent is also pending in india he says through telephone, no one can do anything to me as i am an australia citizen . how can i make him come down to india , for the crime he has commited .Will the australian goverement help us please note he purposefully do this crime in india he did not fulfull the legal formaility as a australian citizen to marry a girl in india . kindly help us
