Legal Question in Criminal Law in India

sir, one of my neighbour has taken scholarship from govt (sc st scholarship through college)through false income certificate. he is employed in public sector. Now his ward has withdrawn admission after getting scholarship. What are the charges that can be filed against wards father? Will he get bail if I file 420 case or the case could be withdrawn at later stage.

as a neighbour u have no locus standi to file any case of fraud. the college may do so.
