Being immediate neighbours, maintaining good relations is important. But that in no way means that your neighbour takes you for granted. Politely tell your neighbour that you have no intention to obstuct the completion of his construction, but at the end of which you expect that your house be restored to its original condition by the neighbour. If your neighbour still acts adamant, you may have to seek the Azad Nagar or Krishna Nagar police involvement to resolve the matter.

Regards,
File a writ before the High Court and against MCD make your neighbour a party too.
