Legal Question in Criminal Law in India

Hi Sir/Madam,
I would like to known some legal conditions how to take action on this situation, my friend father was well educated person now in present situation he is no more , his younger brother is not educated, for his brother life he gave his certificate to his brother, he took that certificate and got job in some govt dept, now after his brother death he is creating problem to his brothers family , like asking for share in his brother's property which is in rural area reason is has he is retried now and want some property now the thing is my friend want to put case against him for illegally misused and worked these many days by using her father cerificate, is there any way to file a criminal case against him so that govt can take proper action on him
And want to know how can she claim case against, can u just tell me the proceudure so that she can claim
