I have sold some computers to dealer he is now not paying, which legal notice i have to send. & its under which sections. & later which court i have to file legal case.

yes, you can file a civil suit u/o 37 of civil procedure code in case you have signed bills/invoices regarding the deal. in case the dealer gave you the cheque, you may also file a criminal complaint u/s 138 of Negotiable instruments act.

Further u have to file the case where u r persuing ur business or where any agreement was done.
