The evidentiary value of the chance witness would depend on the circumstance of the case and naturality of the presence of the witness in the place of incident.

In reply,there is no provision in law defining chance witness but in case law court decisions has mentioned about chance witnesses like standbyers or persons who were on spot and witnessed the crime.In other word every witness is a chance witness.Every witness is competent witnes if he has witnessed the crime or can depose relating to matter in controversy.
