is submitting false documents in delhi high court a crime

kandhari mafia has submitted false documents in case 1794/02 IA no 10288/02 dated 13/11/02 in delhi high court to get ad -interim injunction against demolition of property at 10/6 nehru enclave kalkaji ext delhi even though case relates to grabbing of government land near said property ! delhi police / mcd are defendends but are not lodging FIR agaist kandhari?

what legal action can be taken in such situation by common citizen? thanks

As regards false documents, same could also be forged one. There appear two offences in the matter - first preparation of false and/or forged documents and second submission of such false/forged documents in the Court as an evidence. As regard the first offence, anybody can initiate prosecution by making a complaint to concerned magistrate or police. As regard the second offence, such complaint is required to be made by the Court before whom false/forged documents were produced. For this purpose, anybody can move the Court and bring to the notice of that Court that false/forged documents are produced before it.
