Legal Question in Criminal Law in India

My wife filed a 498/A against me & my family after I filed a divorcee case against her in the year-2007 in Bankura Dist-W.Bengal. I got the decree for divorce in my favour in August-2010. But the 498/A is still going on. All witness are being questioned & the judgement is only left. The judge is just procrastinating the case for no reasons. Firstly I would like to know whether there is any time limt for a 498/A case to be completed & secondly now I am fed up of waiting for the judgement. Should I get my case transffered from the present court or do I have some other means to fastern the judgement process.
