Can the Service charges of a Housing Society be levied as per the area of each flat? It is legal?

A person is having two flats with the interconnecting wall removed and one family is living in these two flats. What is the share of Service Charges for this person, is it two or is it one?

Depends on bye-laws - it can be per flat or it can be on per Square Foot basis.
