Legal Question in Education Law in India

Regarding getting an In-State Karnataka seat for PG.

Hello Sir, I was born in Karnataka State on 20/01/1983. two years after my birth, i was taken to Mumbai, as my father had settled there. Further i completed my 10th and 12th exams from Mumbai. I was domiciled from the Maharashtra state to appear for CET in the state in 2000. In 2000 i got an admission for my graduation in Karnataka (U K) (BAMS). Since then i have been staying in Karnataka State 2000 - 2009.(now in Bangalore after graduation). This year also i am planning for PG, and the University RGUHS doesnt permit me to appear for Entrance on Karnataka seat, Stating that i have been Domiciled from Maharashtra.I have been staying in the Karnataka State for past ten years (2 yrs + 8 1/2 yrs) as per the residential certificate mentions. Kindly let me know what can be done regarding this matter. or Do i need to wait for the next year to complete ten years and appear for the next year. I had taken the entrance exam last year 2008, as a Karnataka candidate, for which the authorities replied that it was bymistake. Kindly let me know the possibilities for getting the quota of in- Karnataka Candidate seats, in this condition. The last date for applying for the PG course is 6th April 2009. Thank you.
