Legal Question in Education Law in India
I want to open a new library in my home town Bhubaneswar, Orissa, India. What are the rules and regulations 1) to open the new library , 2) to keep the books , 3) to lend the books. Any reference will be highly useful.

If it is going to be a commercial venture, you may need to seek guidance from the local department of Labour as also the department of Industries. I doubt if a commercial venture may be permitted in residential area. You may need to contact the local authorities for appropriate permissions.
