political stay in hongkong

my friend wants go to hongkong or singapore and wants to settle there he wants to apply political stay because he is facing some problems he is being dissturb by police presently he is living in punjab tell me please what he can do

There is hardly any political disturbance in Punjab which may justify 'assylum'. On the other hand, the pending criminal case against him, if any, may be an obstacle for his leaving the country.

You may explain the nature of 'police problem' for appropriate guidance.
