Legal Question in Education Law in India

Edu prob

I have enrolled for MBA course as part of distance education on 1st Jan 2007. Fee structure is Rs10000(Advance)+18 PDC(PostDatedCheques) each of Rs3250 for successive 18 months, starting from January. And in April month I discontinued the course due to health conditions, informed them the same on phone and they told they would be cascading the info to Head Office. So, I cancelled all my PDCs. Looks like branch office didnt cascade the info to Dean, Head Office. As a result, 2 days back, I received legal notice which reads as follows ''Your act of getting the said cheques was dishonoured constitutes an offense under section 138 of the Negotiable Instrument Act 1881 and also under section 406(Breach of Trust) & under section 420(Cheating) of the Indian Penal Code for which you are responsible. That the present notice is being served upon you under tge Provisions of Negotiable Instrument Act, 1881.'' Point here, I received this notice from HIFCO MARWEL LMITED. Now enquired, branch office is saying they cannt discontinue. Initially, when joining the course, I didnt have any agreement with them that, If I discontinue, then I would be paying the entire amount. I already paid 20000 and I dont want to pay the remaining amount. plz help
