Legal Question in Education Law in India

Respected Sir,

The Tamil Nadu Govt.had passed an act that the B.Sc and M.Sc biochemistry subjects of Bharathiyar University should be treated equivalent to the B.Sc and M.Sc Chemistry respectively of the same bharathiyar University for public service examinations and employments.( biochemistry is equivalent to chemistry only for Bharathiyar university students in case of Govt. employment becoz only tht university alone requested the gov to treat them equivalent) The governor of that period Dr.Fatimabeevi has signed in tht. My ques is "Is that act or law is only applicable only for Bhrathiyar University students? How a Govt can say tht it is only applicable for one university among all the universities in a state. wht about the other university students? but comparing the biochemistry syllabus of all the unversities they are 97% equivalent? is it not biased ? i m one of the sufferer becoz i cleared Teachers recruitment board (TRB) examn for chemistry and i was rejected with tht reason tht i m B.Sc.Biochemistry. Is there any judgements which can help me. the Madras University recently had given the norms and rules for TRB. in that it is said chemistry and biochemistry are not equivalent. but befor tht an act was passed (mean in 1990's ) which is favurs only Bharathiyar University students. so if any one of the Bharathiyar university biochemistry students pass the TRB for chemistry will he appointed? plz help me

1 Can a govt pass an act which only favors one university even other universities do not apply for tht?

2 Is it not a duty of a govt to take remedies for all the students of all the universities in query of just by one institution?

3 what can i do in my case?
