Legal Question in Education Law in India

i am sopan narwade from aurangabad (MH), wants to inform you that I have enrolled in Indira Gandhi National Open University in sep.2011 for MCOM & have give my exam in June 2012.But unfortunately still now they have not yet declare 1 paper result without any cause. I sending them mail after mail since last 1 months but still no result. And surprisingly when I was go to their study centre (aurangabad) for inquiry about my result, they said me that call to pune regional center but they do not pick up the phone.in aug.2012 i asking for which last date for MCOM 2nd year then they reply the 30 sep.2012 is last date for admission.now when i asking for admission form they answered me ''the last date was admission 20 june.so now vest my one year cause of negligence & wrong information.how i can suit against university & compansation for damage 1 year.
