said that Post Graduate Teachers
only can teach Post graduate
Students??

The qualifications for Post Graduate Teachers teaching in recognised Colleges and Universities are fixed by UGC and not by Supreme Court of India. You should contact the UGC or buy a book-let containing relevant rules.
