Is it legal Copyright registration by public Notary in india(international Bern Convention)? and is it protect work as normal copyright filling at governments site(because i want to sell my tv series rights)?

While you have copy right in your works, there is no necessity or legal validity if a Notary Public attests a document for such right. If your work is valuable, you must apply for registration of copyright with the Registry. You can sell your rights even while your application is pending. Contact Lawyer www.lawconcern.com

You must file a proper application for registration of copyright before the registrar of copyrights.
Yes you can sell the rights.
