what are the MCD rules governing colony arks regarding children playing in them and dogs being taken for walks on a leash?

rules are not as such defined but if there is any nuisance then u can complain.
nuisance should be genuine

Municipal rules will vary from local authority to authority, But i do not think that there is any law prohibitng dogs in any park in case of stray dogs various municipal corporation have arrangement to pick them up and keep them in confinement.

Parks are meant for community use but definitly dogs are not allowed in parks.Make complaint to MCD officials.
