can 498A be filed more than once? If the lady has laready lodged a complaint & if it has been turned down, can she go to police/ woman's cell etc again and repeat the complaint?

Under normal circumstances, no. but, if she has made out a fresh cause of action with other ingredients of 498A, then, she may do so.

the complaint has been turned down by which authority. in case it is turned down by court, the police report may also not be successful. however, u need to post the order.
