1. Can a person having power of attorney of an NRI file a petition for mutual divorce in India on behalf of the NRI husband? Can the latter get a decree from the court without being present before the hon'ble judge even once?

No absolutely not. It is the husband who has to appear before Family Court.

I agree. The parties are required to be present before the court at least twice for making 'personal' statements.
