if someone is arrested , should the police file a chargesheet in the first hearing or it can be done later also?

Once the charge sheet is filed before the court then only the hearing(s) starts before the Court.

police has to file chargesheet within 90 days from arrest.

there is a time frame of 60 and 90 days, depending upon the offence committed but the police may even file it later on the pretext that the investigation is not complete.
