Legal Question in Family Law in India

This is the same case that I wrote yesterday. You have NOT seen the first sentence carefully. She has already filed for DV in March 2012. The case is still going on. It's not moving forward because the husband is declaring in the mediation that he will not let her go, he loves her etc... but it is the opposite of that at home. He stopped bashing her, banging her head against the wall only after the protection officer came into the picture. She was a very popular doctor, running 3 nursing homes and helped an ordinary salaried guy who went bankrupt with loads of debt and an arrest warrant on his head, who wanted to run away or kill himself, to whom she put him back on his feet, started a business, gave him a car and so on.. made her stop her practice calling her a prostitute, and the nursing homes a brothel, after he made use of everything she owned. She's into depression, and the MS of the brain is making her weak and sick, most of the time bedridden, he doesn't even ask how she is.. she has to beg, leave notes to ask for money to buy medicines, her expenses. she waited for 20 years to file for DV for the sake of the daughter, now daughter is 19 years. A DV also is filed against him in the MC. The FC is trying mediation. But he is not budging. My question is ... Is there anyway to make him give DV? Can she file for dowry harassment if nothing works? She is too mild, doesn't want to hurt anyone, doesn't speak loudly or harshly, people just adore her, many patients are still waiting for her to start practicing.. Is stopping her practice a crime? Are there any solutions? Please help!
