Legal Question in Family Law in India

This is continuiation to my previous question where in I asked whether my cousin who is NOT a Lawyer can oppose the anticipatory bail of the boy and the response I got on this forum was that she can after taking permission from the court.

Q1.) So my question is does she needs to take this permission prior to the date of bail hearing. What is the process for the same. The case is in Tis Hazari court of Delhi. Which department to approach to seek the permission

Q2.) Once permission is granted, does she needs to wear a Lawyer's dress (Black Coat with some white ...) or she is not allowed to as she is NOT a Lawyer
