I was divorced from a man with a kid of 3 years old. Per divorce agreement, the child can stay with me. I am planning to marry another guy. But the birth certificate of the child has the ex-husband name as Father name. Is it possible to change the father name after my second marriage? Do I need an NOC from the ex-hisband?

Yes you can change, but you have to file an application in the court to change the fathers name.

No, you cannot change unless the child is adopted by your second husband with the consent of your first husband. You should remember that your first husband, that is the biological father of the child, still has some rights; and he may claim those rights at appropriate time.
