Yes, the importance of period of seven years what is loosely talked about for a presumption in favour of the complainant of cruelty. After seven years the presumption is not available and the complainant has to prove the allegations of cruelty. So, the complaint still can be made under section 498A IPC

as the matrimonial offences are continuing in nature, it can be filed even after seven years. but if the husband and wife are living separate since more than 3 years, then the permission of court needs to be taken.
