Legal Question in Family Law in India

my father has retired from service on 31/12/2010 he had a two wives. i am the second wife's son. out of first marriage first wife had a three children and all of them are married.since 30 years my father is with second wife. in service register his first wife is nominated as nominee. at this after retired from the service my father has approached to the department for his pension and other benefits but the departmental officials has told my father to furnish the joint photograph and sign of the nominee in the "pension payment order". now the first wife is refusing to put her signature in the nominee signature column.r my first question is whether nominee signature is mandatory to the pension payment order application. my second question is can my father get the entire retirement benefits without the signature of the nominee. if my father files the pension payment order application for retirement benefits like P.F, Gratuity, and other benefits without sign of the nominee. what will be the status of that application. if they reject the said application, what steps to be taken. kindly assist me.

he can get all benefits without any nominee. but in future no body will get family pension etc..
