can i file a public interest litigation petition in high court for womens right in shared household.

As right to live in sharedshouse is womens legal right, if woman has to go to courts more than once when appeal is preferred by husband side to get residence right. Her legal rights would get affected na no court can get her time lost in figting the case. So want to file petition if high court under PIL. as not only me many women will be facing this issue na. As i know women will come under general public.

If yes pls suggest me how much exps i may incur to file PIL.
